Incumbent Republican Rob Swearingen - Author of The Three Tier Hemp Bill AB 606 in 2025-26.
I wrote many articles about this guy and up until the 2025 session, he killed every cannabis bill in his committee. In 2025, he allowed a public hearing on his bill and the bill to ban hemp cannabis, but refused to allowed AB 747 (The Testin/Kurtz HDC bill) to even hold a public hearing.

As committee chair, Swearingen refused to hold a public hearing on the combined legalization, medical and hemp bill, SB 1045/AB1061.
