Assembly District 91 - Competitive Race - Eau Claire and Chippewa County

Assembly District 91 - See Competitive Senate District 31, which is the Senate District this AD falls within. THIS IS AN IMPORTANT DISTRICT!

+4 Dem prediction in 2024 and the Democrat won by 3.2% or only 1,101 votes!

The 91st Assembly District also barely went to Democrat Jodi Emerson who defeated Michele Skinner by 1101 votes. (Note that Skinner is now running in the Senate Distrit 31 Race).

Emerson is the Incumbent and has been a solid supporter of cannabis reform measures.

Jodi Emerson - Democrat - 2025-26 Democratic Leadership, she was Assembly Minority Sergeant At Arms.

As a freshman Democrat in the Assembly a few sessions back, Rep. Emerson stood out as a sponsor of the Adult Use/Medical combination bill we know as “Legalize Marijuana – Legalize Opportunity”. She also sponsored the Decriminalization bill that entered the legislation session late this year.

During her 2nd and 3rd terms in office she duplicated her efforts and again co-sponsored Adult Use Marijuana legislation in 2021-22. She continues to be a leader on the issue in her community and in Madison.

In 2025-26, she co-sponsored the Dems hemp reg bull SB 644, but was absent for SB 1045 full legalization.

Yes, assembly

Is there any cannabis related legislation you have sponsored, co-sponsored, or publicly supported? Would you like to provide a brief statement about your stance on cannabis reform?

I have been on many legalization bills in past sessions. However, my district changed drastically with the new maps in 2024 and a large part of my district does not fully understand legalize and taxing weed and all the issues surrounding it so I did not add my name to many bills this year. However, I worked closely with Rep Hysell and stores in my district that sell hemp products to work through the bills we saw this session.

Do you think individual states should keep their laws in line with federal laws regarding the legalization of cannabis?

No

Do you support ending federal prohibition of cannabis?

Yes

Do you support regulating the HDC (hemp derived cannabinoid) market created under the Industrial Hemp Program / Federal Farm Bill?

If answered YES to the above question about regulating HDC’s, would you support the 2025-26 legislation Senate Bill 682 and Asseembly Bill 747, commonly known as the Testin/Kurtz HDC Reg Bill?

Yes

Do you support legalizing and regulating the responsible use of cannabis by adults in the state of Wisconsin?

Yes

Would you support a two year moratorium implementing any excise tax to evaluate true administration/regulation costs before automatically attaching an exise tax to a regulation program?

Unsure – I Have Questions

Do you think cannabis should be classified as a Schedule 1 drug?

I have emailed the Republican Stabenow twice and sent him a message on facebook. No response so far.

I am asking constituents to put the local pressure on the Republican to address the issue.
